What is an HOA resale certificate?
An HOA resale certificate, sometimes called a resale disclosure or resale package, is the information an association provides so a buyer understands the community before closing. It’s broader than an estoppel, which focuses on the money owed.
Many states require sellers to deliver it and set what it must contain, how quickly the association must provide it, the fee, and how long the buyer has to review it.

Frequently asked questions
What is the difference between a resale certificate and an estoppel?
An estoppel mostly confirms amounts owed on the account. A resale certificate gives the buyer broader information about the association, its finances, and its rules.
Who pays for the resale certificate?
Usually the seller, though the purchase contract or state law may say otherwise. Many states cap the fee.
Can a buyer cancel after reviewing it?
Some states give buyers a short window to cancel the contract after receiving the resale disclosure.
